Northern Harriers! These are a type of hawk closely related to kites. They have a curly beak that is used for violently attacking things. The distinctive thing in harriers is the white band on the tail. They fly extremely close to the ground, especially in marshy, lakey areas.
I haven't seen them that close. Great shot.
